Motion sent by email/letter

Can a member of the voting body send in a motion to be read by another member? The member reading the motion is simply the relay person.

No.

Just because a letter or e-mail is from a member, that fact does not compel anyone to entertain that letter/e-mail as if it were a legitimate motion.

It still must be moved, by a member (another person who is physically present), within a proper meeting.
