incorrect needed qourum stated at meeting

At our condomunium association annual meeting, the secretary stated that we needed a quorum of 75% or 60 votes to pass a change to the declaration that we were voting on.

Votes taken were 45 in favor, and 4 against. The day after the meeting it was discovered that back in 2006, members had voted to change the percentage of quorum needed

to 51% instead of 75%, which would have been 41 votes in favor. In reality, the motion did pass. How do we fix this? Passing of this motion requires documents to be

filed at the court house. Can this be done anyway? Do we have to have another meeting with all owners again or is this something the new Board of Directors can go ahead

and act on?

Well, firstly, you're misusing the word "quorum." That refers to the number of members who must be present, not the number of members who need to vote. And you can't go back and fix it at this point. The motion may, however, be renewed at the next meeting.
