audience recognition

Are any board members allowed to recognize a person in the audience that would like to speak on a subject during discussion of an agenda item. Is this appropriate during the meeting. Can any board member recognize them or just the Chair thanks for your time nigel longland

It's up to the board, not any one member (including the chair) to determine whether non-members may attend or speak at a meeting. Though the chair could ask for unanimous consent to do so and a member could request that the chair do so.
