Except that if the budget is presented by the treasurer as part of his officer's report, then he should present it as a recommendation but another member should make the motion for its adoption. (RONR p. 344).The only other exception would be the rare instance that the secretary or treasurer happen to be chairing the meeting, as may happen if selected to do that in the absence of the president and vice president, or if both president and VP have spoken in debate on the pending motion.
