We have a committee which rotates members based on three year service times. For the current election, we only have 10 qualified candidates to fill 12 slots. As the candidates have all been pre-screened, meet the eligibility requirements and are willing to serve, how do we proceed with the ballot to the full membership of our group.

The same way you would for any election of 12 when the vote is by ballot. List the 10 nominees, and 12 blank spaces for write-ins. Also, I think I'd make sure the ballot says, vote for no more than 12 members.
