Major change? If there is a difference who decides major or minor? Is an absentee ballot still valid when candidates are added or deleted in the process of accepting the ballot at the meeting? Our bylaws allow nominations from the floor to be added to the ballot so the approved ballot is not the same as the one issued to the absentee. For the reason you note, RONR recommends that you never mix live voting and absentee voting. However, you are free to do so anyhow against that advise. A society should never adopt rules that permit the votes of absentees to be counted with the votes of those who are present at a meeting, RONR (10th ed.), p. 409, ll. 4-15.
