When are applicants considered members

It depends on the requirements for joining your organization presented in your bylaws.

If people just join by paying dues, for example, they are members as soon as they pay their dues. If they must be voted into membership, they they are members as soon as a affirmative vote is cast.

And some organization will have a "probationary period" prior to becoming a full member. It really all depends on the organization and how they wish to establish their membership.
