When nominating officers at church are you allowed a time for qeustions. If I want to know why this person wants the possition when is the best time to ask.

Nominations are debatable, so it would be hoped that the nominee would make a speech that would answer these kinds of questions.

You can make a Point of Information before the voting begins, RONR (10th ed.), §33, pp. 280ff, but there is no "Q&A" procedure in RONR.

Is there a potintial conflict if a church secritaries husband is the treasurer. I know they would not still or do anything wrong on purpose but it seems some qeustions could arrise.

There is no rule in RONR that prohibits spouses from serving as officers in the same organization, but this is an issue that can be debated when nominations are open. The electors will decide for themselves whether it is appropriate.
