Our club by-laws state no procedure to follow to suspend a member. The by-laws do state specific reasons for a suspension and that if suspended a 2/3 majority vote of the Board of Directors is necessary. The by-laws do state anything not covered in the by-laws will follow Roberts Rules of Order. Do to this fact should the Club have followed Roberts Rules Chapter XX Disciplinary Procedures? If they did not follow this what can be done?

As I read this, you seem to be saying that your bylaws define reasons for suspension, and the voting threshold to impose that penalty, but do not describe the process by which to come to that decision, and that's what you're turning to RONR for. Is that about right?

I'd tend to think that if your bylaws state that if a member wears plaid shorts to a meeting they can be suspended, then you (the board, actually) just need to verify unequivocally that plaid shorts were worn at a meeting, and pass judgment. If other offenses are suspected, then the trial process in Chapter XX may be your next stop along the way.
