Board Elections

The board of our association is made up from representitives who are nominated and, when necessary, elected, from different member groups. If no nomination is received from one of those groups by the end of the nomination period, does that board seat remain vacant until the next round of elections or can it be filled at any time provided a suitable candidate steps forward? Our constitution and by-laws are silent on the issue, but do indicate that proceedings are to be goverened by Robert's Rules.

The group would continue voting until someone is elected who is willing to serve.
