If Interim President (who is also Vice President) decides to resign, can members of executive committee take over Pres and VP on interim basis until the next meeting? Or must the appointment of members of executive committee be approved by members of the board of trustees?

Technically speaking, there is no such thing as "interim president".

Thus I don't know the context in which you ask your question.

How did anyone become an Interim President?

No one takes over president and vice president on an interim basis.

Either you are, or you aren't, P or VP.

Exeuctive Committee are powerless except for powers granted to the Executive Committee.

Thus, the answer to your question lies in your bylaws, which defined and which empowered any such Executive Committee.

Likewise for any "board of trustees" - read your bylaws to see what this body is, and what authority it has.

Under Robert's Rules of Order, by default, no board is empowered and no committee is empowered.

I take it your President resigned and the Vice-President has been "acting" as the President since then. According to RONR, and unless your bylaws state otherwise, the Vice-President is "promoted" to President and you would have a vacancy in the Vice-President office. Often bylaws include a procedure for filling vacancies, typically empowering the Board to (perhaps) appoint a new Vice-President until a special election by the general membership can be held to elect a new Vice-President to serve out the remainder of the term, until the next Annual Meeting when elections would usually be held.

So, in a mildly technical sense, your "interim" President is actually THE President, and you have no Vice-President. And if your former Vice-President now-President resigns, you have neither.

So.... Is there anything in your bylaws that covers filling of vacancies in the offices?
