Can the Board vote in an executive session on a specific item without it being on the agenda?

No rule in RONR would prevent it. That's what new business is for.

However, at a special meeting, only the items in the notice for the meeting can be considered.

Your bylaws might require notice for some items, however.

Executive session has nothing to do with it.

A body may vote inside and outside of executive session on items of business which have never been agendized.

Special meetings are an exception.

Thank you for your replies. The Board has discussed the issue of canceling a single contractors contract which is not due to expire for some time and hireling him back with two more contractors splitting the work but spending a significant amount of more money. The discussion was in the previous Board minutes and said more information is needed for the next meeting, Although it was not on the agenda, the Board started discussing it in the open meeting and moved it to the Executive meeting for the vote.
