Under Robert's Rules of Order, you cannot yield your time to another.

While I agree with Mr. Goldsworthy, I would note that RONR does not place a time limit on reports, only on debate. It is possible, however, that the assembly has adopted special rules of order on the matter. If the assembly wishes for someone to speak beyond these limits, the appropriate tool is the motion to Suspend the Rules.

I agree with Mr. Martin. The time used to present a report is not charged to the member's time allowed in debate.
