Kim Goldsworthy Posted October 8, 2010 at 09:23 AM Report Share Posted October 8, 2010 at 09:23 AM On a county elected board, can any member of that board call for an exective session?According to Robert's Rules (not according to your county's particular rules):Any member may make a motion to go into executive session. This is typically done via unanimous consent through the chair, i.e., no motion being explicitly made, since the purpose is usually obvious, and limited.***By your term, "call for," I hope you don't mean "Calling a meeting and including the request that the meeting be held in executive session."You cannot invoke executive session beforehand, via a call-to-meeting. Rob Elsman Posted October 8, 2010 at 12:41 PM Report Share Posted October 8, 2010 at 12:41 PM on a county elected board can any member of that board call for an exective session?Yes. A motion to go into executive session is a main motion, RONR (10th ed.) §10, pp. 95ff--it requires a second, is debatable, and requires a majority vote. A unanimous consent request can be made, instead, pp. 51-53, as Mr. Goldsworthy indicates. Such a motion can be admitted as a Question of Privilege, §19, pp. 216ff, while another question is pending, if necessary.
