He became accusatory of board members and when asked to kindly limit his remarks to three minutes, he threatened this chair and said he "would be heard and the only way to stop him would be to physically remove him and he would call the police" on this chair. At that point because of the disruptiveness of the meeting a motion was made to adjourn, it was seconded and carried. My question is: was that the right way to handle it? And because he does this every time he comes, is there a way to ban him from future Board Meetings? Otherwise, he is the type of person who will come and disrupt every meeting. While he is entitled to his opinion, when he refuses to adhere to the chair's request of a time limit as well as threatening police action should that be tolerated every meeting? And because he does this every time he comes, is there a way to ban him from future Board Meetings?Letting the (mis)behavior of one member "force" a meeting to adjourn is not, in my opinion, the right way to handle it.Assuming he's not a member of the board, he has no right to attend board meetings. So that one's easy.Removing him from a meeting of the association, of which he is a member, is a bit trickier but can be done. No member has a right to disrupt a meeting. See Chapter XX, "Disciplinary Procedures".And the next time he says he'll call the police, tell him that you'll call them for him, and ask them to remove him from the meeting.
