In the event that both the president and vice president are absent for a regular board meeting, what is the chain of command for who presides over a meeting?

The secretary (or some other member) can call the meeting to order and preside over the election of a president pro tem, who takes the chair for the remainder of the session. See RONR (10th ed.), p. 437, ll. 13-25.

Also, Gretchen, note that upon the arrival of the president or vice president, the chairman pro tem relinquishes the chair and loses the title.
