Or can only board members?Only members of the body meeting have a right to make motions or even attend. This means board members have rights in a board meeting, and nonmembers of the board have no rights. However, the board can allow attendance by nonmembers, and these nonmembers can even be allowed to debate and make motions, but this is completely at the discretion of the board.
