Generalbody can vote with our discussion?

We are having a not for profit organization. Our General body takes palce twice a year. Most of the time the speakers spent lot of time in debate and the members leave without voting on important issues. If the motion is pre circualted can the mebers come and vote with out wating for completion of discussions.

you'll need a vote to limit debate. If two thirds of those voting agree, debate can be limited in many ways.

Your presiding officer should not allow discussion until a motion is made. Then, debate should be restricted to the pending motion. This helps the productivity level. When debate ends, the motion is put to a vote.
