President Resigns VP Refuses to assume presidency

We have a situation where the president announced that he is resigning and the vice president refuses to assume the presidency. Do we call a special election for both positions? The bylaws are silent on this other than saying that the VP shall assume the presidency.

The appointing authority will have to accept the resignation for him to be relieved of the duty.

and the vice president refuses to assume the presidency.

That's not his choice. It's an automatic thing. He's already accepted that role. He'll just have to resign, and if the president's resignation is accepted first, you'll have two presidents resigning on the same day.

Do we call a special election for both positions? The bylaws are silent on this other than saying that the VP shall assume the presidency.
