The question is whether or not these members have the right to attend. When you create a class of member with limited rights, we can't give you a definite answer about those rights.I.e. if the meeting starts to get out of hand, can non-board members be excluded from the discussions?This one is easier. In a board meeting, nonmembers of the board have no right to attend, and they certainly have no right to participate.
