President, Vice President Secretary and Treasure All officers of the organization and members of the Executive Committee.The Exec. Com. votes on an issue. There is a tie(2 to 2). A tie vote defeats a motion, just like if there were more "no" votes as a majority is "more than half" the votes casts, and a tie vote is not "more than half" the vote.
