The committee only has the authority granted to it by the bylaws or the motion that established it. The body that you report to can instruct you on this matter. The bylaws can only be amended in accordance with the bylaw provision for amending them. If they are silent on the subject of amendment, they can be amended at any business meeting by a two-thirds vote, provided that previous notice has been given. Does the Bylaw Committee have the right to not move forward with a proposed Bylaw amendment?RONR doesn't give a bylaw committee any such right. Does the Bylaw Committee have the right to not move forward with a proposed Bylaw amendment?If the committee is "bottling up" a motion, any member of the parent assembly can, at a meeting of the parent assembly, move to 1) instruct the committee to make its final report on the motion at some reasonable, future time, RONR (10th ed.), p. 169, ll. 21-26, or 2) discharge the committee from any further responsibility for motion, §36, pp. 299ff. Then release the ALT key.The laptop I'm using doesn't have a numeric keypad, just the numbers across the top of the keyboard, and they're not carrying their weight in this little experiment.
