If a member submits a bylaw amendment, does it HAVE to be presented to the body? Does the Bylaw Committee have the right to not move forward with a proposed Bylaw amendment?

RONR doesn't have answer for you. The committee only has the authority granted to it by the bylaws or the motion that established it. The body that you report to can instruct you on this matter.

You might ask yourself if you need to go through the Bylaw Committee at all. As Mr. Mervosh suggested, the committee's authority is limited.

RONR doesn't have a prescribed procedure for submissions to a bylaws committee. The bylaws can only be amended in accordance with the bylaw provision for amending them. If they are silent on the subject of amendment, they can be amended at any business meeting by a two-thirds vote, provided that previous notice has been given.

RONR doesn't give a bylaw committee any such right. Any authority would have to come from your organization.

If the committee is "bottling up" a motion, any member of the parent assembly can, at a meeting of the parent assembly, move to 1) instruct the committee to make its final report on the motion at some reasonable, future time, RONR (10th ed.), p. 169, ll. 21-26, or 2) discharge the committee from any further responsibility for motion, §36, pp. 299ff.

The laptop I'm using doesn't have a numeric keypad, just the numbers across the top of the keyboard, and they're not carrying their weight in this little experiment.

Yes, for §ome §trange reason it only works with the numeric keypad, not with the numerals on the top row. Of course you could always copy and paste it in. Or just type "§ection", §hould the need arise.

I'll just go back to using a typewriter. Meanwhile, David will have bears dancing across the screen carrying a banner with the Section symbol on it.
