What about a speakerphone?Not in the way I think you mean your question.If you mean:IF the above method(s) are used, THEN shall the officer be considered: (a.) as being counted toward a quorum; or (b.) as being eligible to vote; then the answer is "no," if Robert's Rules of Order applies, and if there is no other confounding rule.
