When a motion has been moved and seconded and then a discussion has taken place, prior to voting on the motion, can the motion be amended and then voted on?

Yes.

Indeed, that is what you supposed to do:

1. Put the motion before the assembly.

2. Perfect the motion, by adding/subtracting words, conditions, provisos, deadlines, costs, etc.

3. Vote on it.

You are not supposed to vote on X, and then get X into shape.

That is so backwards.
