Do they?In general, the members of a body (in this case of the executive committee) would have the right to attend meetings while non-members (of that body) would not.An individual board member under RONR has no special authority except as part of a properly called meeting of the board. Individual members did not create the executive committee, the board did. The board could decide that board members should be allowed, or not. Typically not. The intent was to create a smaller quarum to handle emergency board business.Only members of the body that is meeting have a right to attend.The executive committee, by RONR definition, is a board within a board, and the board cannot appoint an executive committee unless the bylaws so authorize.
