Can any regular board member attend executive committee meetings, or any subcommittee meetings for, since the board established the executive committee as a subcommittee of the full board? The intent was to create a smaller quarum to handle emergency board business.

Only members of the body that is meeting have a right to attend those meetings.

The board can't establish an executive committee unless the bylaws authorize its creation. Do they?

In general, the members of a body (in this case of the executive committee) would have the right to attend meetings while non-members (of that body) would not.

An individual board member under RONR has no special authority except as part of a properly called meeting of the board.

Individual members did not create the executive committee, the board did. The board could decide that board members should be allowed, or not. Typically not.

Only members of the body that is meeting have a right to attend.

The executive committee, by RONR definition, is a board within a board, and the board cannot appoint an executive committee unless the bylaws so authorize. This type of executive committee is not a committee or subcommittee of the board. See RONR(10th ed.), p. 468.

The Board established the ExecComm? That establishment is commonly a function of bylaws.

Since you aren't doing things RONR's way, you are on your own.

Well, according to RONR, the bylaws could properly authorize "the board to form an executive committee of <N> from among its number" or some such. So they might well be doing things RONR's way.
