jstackpo Posted November 8, 2010 at 02:59 AM Report Share Posted November 8, 2010 at 02:59 AM Is this (1) a regular (big) meeting or (2) a small (<= 12 or so) board? If (1), then "No". He CAN, but he shouldn't, presuming he's a member. If (2), Yes.
Tim Wynn Posted November 8, 2010 at 12:08 PM Report Share Posted November 8, 2010 at 12:08 PM Is it proper for the president to make a motion and lead the conversation leading to a vote?To participate in debate, the presiding officer must relinquish the chair. See RONR(10th ed.), p. 382, l. 16-28.This rule is modified for small boards and committees. See RONR(10th ed.), p. 471, l. 7-11.
Rob Posted November 8, 2010 at 01:53 PM Author Report Share Posted November 8, 2010 at 01:53 PM To participate in debate, the presiding officer must relinquish the chair. It would seem the president could ask for a motion by another and be the last person to give comments about the motion and the last one to vote on it. In our case, the president would be the deciding vote if the motion was evenly split. Thanks again.
jstackpo Posted November 8, 2010 at 01:55 PM Report Share Posted November 8, 2010 at 01:55 PM Not only could he "ask" but he could make the motion himself and participate fully as any other member of the board.
