The date and place for the meeting was set at the previous meeting. The date and place are sort of firm. If no quorum, no meeting. If no meeting, now what? If no meeting, now what?There actually would be a meeting but very little can be done in it. What would happen is the Chair would call the meeting to order and note that a quorum is not present (or another member could do so) and then only the actions specified on RONR pp. 336-337 can be validly done (RONR p. 338). If no meeting, now what?If. by "re-convened", you mean that the previous meeting was adjourned to a later date and there is no quorum at the next (adjourned) meeting, you can adjourn it again to a still later date.
