According to our bylaws a president and vice president are elected each year. What is the procedure if no one (including the current President or Vice-President) is willing to serve as the new president?

That depends on how the term of office for President is defined in the bylaws. See RONR pp. 556-557.

If no one is willing to preside at meetings (which is really all the president has to do), then maybe you should think about disbanding the organization.

If your rules require your president to do more, maybe you're asking him to do too much. If so, you might consider delegating some of those responsibilities to other officers or committees.
