The Board has adopted Robert's Rules of Order with no modifications or specifications on this subject.Only those present AND voting affect the vote. See RONR(10th ed.), p. 387. The Board has adopted Robert's Rules of Order with no modifications or specifications on this subject.Yes, that vote satisfies the criterion for a "majority", i.e., a majority of those present and voting.But if you are an elected public body there may well be statutes that affect you which would supersede RONR. They may provide other voting requirements for certain types of motions, such as a "majority of the full board".
