The first time it was put to a vote, it did not pass. Thus he is trying to bring it up a second time in the attempt to get it passed.

Thus he is trying to bring it up a second time in the attempt to get it passed.Provided the past president is a member of the board, yes, it is proper for him to renew a previously-rejected main motion. See RONR (10th ed.), §38, pp. 325ff.
