Given the importance of votes, if a Committee member misses two consecutive meetings and/or provides no feedback to two or more e-mails requesting input/feedback[even an acknowledgement the E-mail was received],should they be removed from the committee?

The electing/appointing authority has the power to remove and replace a committee member for any reason it sees fit.

It would really depend on why the member has missed two meetings. If the date/time of the meeting conflicts with other issues (like work) then it may not be the member's fault for not attending the meetings. However, if the member simply cannot be bothered to attend, that is a different issue.

No rule in RONR requires the electing/appointing authority to make a determination of the fault of the committee member in order to replace him.

This is for the appointing power to decide. The committee can report its findings on the matter.

No. it would not.

Please provide a citation for that.

I'm sure Rev Ed is delving into the realm of his personal opinion on ethics again, and it would be advisable if he makes this clear in the future (or avoids it altogether), so that posters seeking answers do not mistakenly believe that such opinions are a part of parliamentary law. :)
