After a vote has been taken on a motion, who can bring it back to the floor for further discussion and a second vote at antoher meeting? Can a motion that passed be brought back up for a second vote?

Any member can move to amend or rescind it, provided it's not too late. See RONR(10th ed.), section 35.

See RONR(10th ed.), section 37 for the motion to Reconsider, which can be moved by one who voted on the prevailing side, within a small time window.
