Should minutes be read silently or aloud before approval?

Aloud, because when they are read in a meeting, they are read by the secretary for all to hear. If a draft is distributed in advance, it is presumed that members have reviewed them, and the reading by the secretary is omitted (unless a member demands it). See (RONR 10th ed.), p. 456 - 457.
