Board members have a right attend board meetings; committee members have a right to attend committee meetings; and so on. Nonmembers may be allowed to attend, but this is at the discretion of the body that is meeting. Executive session refers to a meeting, or any portion of a meeting, in which the proceedings are secret. Executive session does not have any effect on the RIGHT to attend.
