If a nomination committee (that was not chosen by the association's voting body) makes a nomination that the association's body does not agree with can the body still make nominations for a position from the floor on the day of the election? If so where can this be referenced in the Robert's Rules?

Yes, unless your bylaws specifically prohibit nominations from the floor, they are in order and must be called for by the chair (see RONR p. 421 ll. 6-10 specifically).

I agree with the previous responses, and I would advise that the rules be amended so that the association's body does elect the nominating committee, as this should be the case wherever possible. (RONR, 10th ed., pg. 419, lines 7-9)

Agreed it should be elected, but it doesn't HAVE to be. As a bylaw amendment there is always the risk that the members will still prefer your current setup, whatever it may be.

The voters, in the floor nomination and election process, have the last word no matter how the NomCom came into being.
