Is a Personnel Committee, a standing committee, on the same level as a Budget Finance Committee, another standing committee, in matters where it comes to a church vote anyway?

It can be either. It depends what your bylaws say, as that's where standing committees are typically defined. What standing committees are listed in your bylaws?

I'm not entirely clear on what you're asking. Both are subordinate to the parent assembly, and their authority is defined in the Bylaws. What do you mean by asking if they are "on the same level?" What is the situation that is giving rise to this question?

Probably, "no."

That is, The Book never puts one kind of committee above or below another kind of committee.

It is a meaningless distinction.

They are all different committees.

But I am at a loss as to a ranking.

Analogy:

In biology:

"Is the
Golden Orb spider
ranked below the
Wolf spider
?"

In philosophy:

"Is
ontology
superior to
teleology
?"

In chemistry:

"Is
curium
on the same level as
americium
?"

Q. What would it mean to YOU if Committee X was not on the same level as Committee Y?

Why does ranking matter?
