If you are the presiding officer at a meeting at which a motion is made that requires 50 affirmative votes for its adoption and there are only 25 members present, do the assembly a favor and rule it out of order. :)

... or hope the assembly temporarily disposes of it, or the members show up by the time the vote is taken.

One point we have not considered is that while an MEM is not present when the motion is made, they may be expected to be arriving well before the vote is taken, i.e. they are on their way, and but the bus they were on was held up in heavy traffic. It is the converse of Ann's question.
