RONR doesn't. But any member can raise a Point of Order if he thinks a rule has been broken.

Most points of order must be raised at the time of the infractions. But some infractions are so serious that they constitute what's called a "continuing breach" (of the rules) and there is no time limit for those. For example, if proper notice of a special meeting was not sent to all members, any business conducted at that meeting is null and void.

It's just that the decision (the ruling) of the chair can be appealed and the assembly (the members present) has the final say on what's right.
