Normally, ballots should include a space for a write-in vote.

can we still offer this,

You don't offer it; it's either the rule or it's not.

it does not comply with our bilaws.

Why doesn't it comply? You can't disobey your bylaws.

it is an electronic/ mail in paper ballot

It's both? Is this specifically authorized in the bylaws?

Write-in votes are permitted unless they are specifically prohibited by the Bylaws, regardless of the method by which the ballot is taken.

Additionally, it should be noted that absentee voting (of any form) is only permitted if specifically authorized by the Bylaws.
