Guest John Posted November 30, 2010 at 06:54 PM Report Share Posted November 30, 2010 at 06:54 PM I have a question, a motion was voted down and the next meeting one member of prevailing party of a five person council brought issue back up, question does someone from prevailing party have to second motion? Gary Novosielski Posted November 30, 2010 at 07:09 PM Report Share Posted November 30, 2010 at 07:09 PM I have a question, a motion was voted down and the next meeting one member of prevailing party of a five person council brought issue back up, question does someone from prevailing party have to second motion? No.If the motion was voted down, then the next meeting will be too late to Reconsider the vote, so the requirements regarding who voted how no longer matter. But a motion that failed can be renewed (moved all over again) at the next meeting, so there's nothing improper about trying again. Anyone may move and second it.Even under the rules for the motion to Reconsider, only the mover of the motion (not the seconder) must have voted with the prevailing side. There are no "Parties" in RONR, so that concept does not enter into it. The actual mover, regardless of "Party" affiliation must have actually voted on the prevailing side in order to be eligible to move reconsideration. The seconder makes no difference at all. He could have been out of the country, for all it matters.

Even if your rules require that motions be seconded, there are no restrictions on which members may second a motion (other than it must obviously be someone other than the motion maker). This is the case even when the motion is being renewed or if it is one of the Motions to Bring a Question Again Before the Assembly.
