can a board vote on a motion if one member is not there and does not know the motion was going to be presented and voted on

As long as a quorum is present and the motion didn't require previous notice, sure. Ordinary motions come up all the time under "new business".

If the motion is adopted, the absent member is free to show up at the next regular meeting a make a motion to rescind it.
