Disruptive Members at Public Meetings

Can a person be barred from attending public meetings of an organization if they are constantly having to be reprimanded for being rude and disruptive?

Yes. As far as RONR is concerned, only members have a right to attend meetings. I don't know what you mean by a "public" meeting so you might be subject to so-called "sunshine" or "open meeting" laws.

How can it be enforced?

Tell the non-members who refuse to leave that you're calling the police.

Wait. The "person" mentioned above is a member? Then you have to deal with breaches of decorum according to the Disciplinary Procedures in Chapter XX.
