If a motion is made by a councilman to accept the proposal of Company A, but that motion is denied by the vote of the council, can another councilman make a motion that the proposal of Company B be accepted in the same meeting?

Sure. Why not?

In fact someone could have moved to amend the first motion to strike A and insert B.

But there's nothing wrong with either method.

Your vague motions don't show any clear evidence of an improper renewal. The governing rule would be that an assembly cannot be asked to decide the same, or substantially the same, question twice during one session.
