At a Board of Directors meeting for election of Officers for the new term is everyone just considered to be a board member with no true offices being held? I am currently the President, am I allowed to vote in the election of officers for the new term?

An officer is an officer until the term expires (and possibly even past that).

Only the persons who are actually members of the electing body at the time the election is held are permitted to vote. See RONR (10th ed.), pp. 408-409.

It depends on the nature of the "board", what the bylaws say and how the offices/officers are defined in the bylaws. One typical scenario is that the members of the organization elect "directors" to staggered multiyear terms, and then the board (all directors) elect the officers from the directors for a 1 year term. So, the officers are still the officers when the election of officers, but all current directors vote. As soon as the election is complete, the new officers take over as the officers.
