Timing for executive meeting

When does an Executive Session come in the order of a meeting?

It doesn't "come."

It isn't part of the "order of a meeting."

It "is" the meeting, but in a different mode.

Executive session is dynamically invoked, either indirectly via the chair asking for unanimous consent, or directly via a motion (to go into executive session).

Analogy:

Think of "Get Smart" (the television show) and the Cone of Silence.

Q. Does Maxwell Smart and the Chief leave the room to initiate the Cone of Silence?

No! The Cone of Silence drops down on them DURING their ongoing meeting.

Then the cone of Silence is lifted, and Max and the Chief continue their meeting.

THAT is like executive session. It is imposed secrecy on 1% or 100% of the meeting, invoked and undone, by motion or by the chair.

Does the chair pronounce the meeting adjourned then call for an executive session, or does the ES come before the adjournment?

Neither.

Immediately after the announcement of the adoption of the motion to go into executive session, the president excuses the guests without adjourning the meeting. After the guests have left and the doors have been closed, the proceedings in executive session begin.
