The board has such authority as the bylaws grant it only when it acts as a group, not in pieces. This one member apparently has an overdeveloped sense of his own importance.In fact, it wouldn't be acceptable even if ALL the other board members wanted it. If you're a member, you have the basic right to attend.And before you ask, yes, all members have the right to notice of the meeting as well.
