The RONR default is that you can't use them.You count them as many times as needed to get the count right. The count should be the same whether there is a tie or not. jstackpo Posted December 6, 2010 at 09:49 PM Report Share Posted December 6, 2010 at 09:49 PM But... if Matt means does he count the SAME absentee ballots a second time, after retaking the vote of the people present at the meeting (because there was a tie in the total of absentee and voters-present votes),then he is doing it all wrong.If Matt really does mix absentee and voters-present ballots in the election (a very bad idea), his association will have to send out for a new round of absentee ballots and combine them with a new round of voters-present ballots, at a later meeting.
