Must a motion requiring a vote be placed at the top of the meeting agenda?

No. In fact, it is not required that upcoming motions be listed at all on the agenda of a regular meeting. (Special meetings must provide notice of business to be conducted and business at a special meeting is limited to that disclosed in the call.)

Depending on the nature of the proposed motion, it might fall under, for example, new business and that would be near the end of the meeting.
