appointing committees

Are bi-laws say that a house committee shall be appointed each year at the annual meeting,and they will serve a one year term or until a new one is appointed.We normally just ask for volunteers.(with no vote taken)At a BOD meeting the president told the board he has the power to appoint a new committee and put himself and two friends on it. Dose this follow Roberts rule.Are bi-laws only say he is to appoint a election committee.

RONR has nothing to say about what your president can do (aside from presiding at meetings). So you might ask him to show you rule that says he can do what he thinks he can do.
