A motion to hire was brought before a quorum of the board and failed to pass due to a tie. What is the proper procedure to appeal to let the decision of the chair stand as the judgement of the assembly? And, is it possible for the absent board member to bring the motion to hire back to the board at the next meeting?

A defeated motion can be "renewed" (made again) by any member at any subsequent regular meeting. I'm not sure what you mean by letting the decision of the chair stand as the judgement of the assembly".

The chair's announcement of the result of a vote is not a ruling and not subject to appeal. See RONR(10th ed.), p. 251, l. 6-7.

And, is it possible for the absent board member to bring the motion to hire back to the board at the next meeting?

Yes, a defeated motion can be renewed at a later session. See RONR(10th ed.), p. 326, l. 17-19.

By "appeal" do you mean "apply" ?

If the vote is a tie, the motion fails. If the Chair wishes the motion to pass, all he needs to do is vote Yes (if he has not already voted) and the motion will pass.

If the motion passes by one, but the Chair wishes it to fail, all he needs to do is vote No (if he has not already voted) and the motion will fail.
